Jens ROMMEL, procureur fédéral d’Allemagne, Ann FRANSEN, procureur fédéral du Royaume de Belgique, John LUCAS, procureur général du parquet national du Royaume des Pays-Bas et Olivier CHRISTEN, procureur de la République antiterroriste en France, chefs des quatre parquets en charge de la lutte antiterroriste et de la répression des crimes internationaux de leur pays, se sont réunis les 7 et 8 octobre 2025 au tribunal judiciaire de Paris, dans le cadre d’une nouvelle instance de concertation multilatérale, baptisée « Groupe de la Mer du Nord ».
Au cours de ce séminaire inaugural, financé par l’ AGRASC - agence française de recouvrement et saisie des avoirs criminels- a été mise en évidence l’existence d’enjeux pleinement partagés par ses membres : augmentation de la part des mineurs mis en cause en matière terroriste, augmentation des procédures terroristes dans le contentieux Ultra-droite, poursuites des djihadistes sous double-qualification terroriste et crimes internationaux, ou encore procédures judiciaires relatives à la situation au Proche-Orient. Se réunissant annuellement, associant les magistrats de liaison des pays concernés, ce groupe renforcera le partage d’informations et la coopération judiciaire, en matière de terrorisme et de crimes internationaux.

Jens ROMMEL, Federal Prosecutor of Germany, Ann FRANSEN, Federal Prosecutor of the Kingdom of Belgium, John LUCAS, Chief Public Prosecutor of the Public Prosecutor’s Office of the Kingdom of the Netherlands and Olivier CHRISTEN, Anti-Terrorism Prosecutor of the Republic of France, heads of the four Public Prosecutor’s Offices responsible for the fight against terrorism and international crimes in their countries, met on 7 and 8 October 2025 at the Court of Appeal of Paris within the framework of a new multilateral consultative body, known as the ‘North Sea Group’.
During this first seminar, funded by AGRASC, the French agency for the seizure and confiscation of criminal assets, the topics discussed were widely shared by the members: the increasingly younger suspects in terrorism cases, the increase of terrorism investigations in an extreme right-wing context, the prosecution of jihadists for both terrorist and international crimes, as well as criminal investigations relating to the situation in the Middle East. This group meets annually, with the participation of liaison magistrates from the countries concerned, and will strengthen information exchange and judicial cooperation in terrorism and international crime.
